Little League International

 

 

 

 

In 1995, Little League Inc. introduced “A Safety Awareness Program” (ASAP) to create awareness, through education and information, of the participants of Little League and with the goal of re-emphasizing the primary importance of safety to local little leagues around the United States. In order to be an ASAP compliant league, a Little League approved Safety Plan that meets certain acceptance criteria must be filed with Williamsport at the start of each season.

 

 

 

 

Grant County Little League Safety Plan

 

 

 

 

The purpose of the Grant County Little League Safety Plan is to develop guidelines for increasing the safety of activities, equipment, instruction and facilities through education, compliance, and reporting. In support of this goal, Grant County Little League (GCLL) also commits itself to providing the necessary organizational structure and focus to develop, monitor, and enforce compliance with all aspects of the plan.

 

 

 

 

The Safety Plan includes the Code of Conduct and Safety Code adopted by the

 

 

Grant County Little League Board of Directors. These documents outline specific safety related policies and procedures of the League. All participants, volunteers, employees, spectators, and guests are bound by the guidelines set forth in these documents.

 

 

 

 

Grant County Little League Safety Officer

 

 

 

 

The League Safety Officer is an elected Member of the Grant County Little League Board of Directors. This individual acts as the Grant County Little League primary point of contact for the safety issues and is responsible to review, modify and communicate the League's Safety Plan each year. The plan is presented to the Board for approval and ratification in February or March prior to each upcoming season.

 

 

 

 

The League President and Safety Officer have primary responsibility for ensuring compliance with the Safety Plan. However, the entire Grant County Little League Board of Directors and elected league officers share in the responsibility to ensure awareness and compliance with the Safety Plan relative to their respective position or office.

 

 

 

 

 

 

 

 

Board Meetings

 

 

 

 

The Grant County Little League Board of Directors meet every three weeks. For the 2008 season. All adults are welcome and encouraged to attend the meetings or visit our website. A report from the League Safety Officer is included on the agenda for every board of directors meeting. Besides providing an opportunity for the Safety Officer to inform and update board members on the status of safety initiatives (whether these initiatives address the local, district, or headquarters level), the formal board meeting coverage of the Safety Plan ensures continued awareness and attention to the subject of safety within the GCLL.

 

 

 

 

 

 

Responsibilities

 

 

 

 

The President:

 

 

 

 

The President of the Grant County Little League is responsible for ensuring that the policies and regulations of the GCLL Safety Plan are carried out by the entire membership to the best of his abilities.

 

 

 

 

Little League Safety Officer:

 

 

 

 

The main responsibility of the Grant County Little League Safety Officer is to develop and implement the League’s safety program. The Safety Officer is the link between the Grant County Little League Board of Directors and its managers, coaches, umpires, team safety officers, players, spectators, and any other third parties on the complex in regards to safety matters, rules and regulations.

 

 

 

 

The Grant County Safety Officer’s responsibilities include:

 

 

 

 

· Coordinating with the individual Team Managers/Coaches and Officers in order to provide the safest environment possible for all.

 

 

 

 

· Assisting parents and individuals with insurance claims and will act as the liaison between the insurance company and the parents and/or individuals.

 

 

 

 

· Explaining insurance benefits to claimants and assisting them with filing the correct paperwork.

 

 

 

 

· Keeping a First Aid Log. This log will list the name of individual involved in accident, location of accident, date and time of accident, specific division  (major, minors, machine pitch and tee ball), and individual responsible for supervision at the time of the injury.

 

 

 

 

· Correlating and summarizing the data in the First-Aid Log to determine proper accident prevention in the future.

 

 

 

 

· Insuring that each team receives its Safety Manual and its First-Aid Kit at the beginning of the season.

 

 

 

 

· Re-stocking the first aid kits as needed.

 

 

 

 

· Communicating Little League’s “no tolerance with child abuse” to all coaches managers, umpires, volunteers, and parents/guardians.

 

 

 

 

· Checking fields with the Managers and listing areas needing attention.

 

 

 

 

· Scheduling a Safety Clinic for all managers, designated coaches, umpires, player agents and team safety officers during the pre-season.

 

 

 

 

· Creating and maintaining all signs at the ball fields, including No Parking signs,

 

 

No Smoking signs, No Pets Allowed, cautionary signs etc....

 

 

 

 

· Acting immediately in resolving unsafe or hazardous conditions once a situation has been brought to his/her attention.

 

 

 

 

· Making spot checks at practices and games to make sure all managers have their first-aid kits and safety manuals.

 

 

 

 

· Identifying injury trends by collecting information on known or suspected injuries.

 

 

 

 

· Making sure that safety is a monthly Board Meeting topic, allowing members to share concerns and opinions on safety related issues.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Grant County Little League Board Members:

 

 

 

 

The GCLL Board Members will adhere to and carry out the policies as set forth in this safety manual.

 

 

 

 

 

 

Managers and Coaches:

 

 

 

 

The Manager is a person appointed by the President of GCLL to be responsible for the team’s actions on the field, and to represent the team in communications with the umpire and the opposing team.

 

 

 

 

· The Manager shall always be responsible for the team’s conduct, observance of the official rules and deference to the umpires.

 

 

 

 

· The Manager is also responsible for the safety of his players. He/She is also ultimately responsible for the actions of designated coaches.

 

 

 

 

· If a Manager leaves the field that Manager shall designate a Coach as a substitute and such Substitute Manager shall have the duties, rights and responsibilities of the Manager.

 

 

 

 

Managers Must:

 

 

· Take possession of this safety manual and the first-aid kit supplied by GCLL.

 

 

 

 

· Make sure that telephone access is available at all activities including practices.

 

 

It is suggested that a cellular phone always be on hand for emergencies.

 

 

 

 

· Attend a mandatory training session on safety and first aid given by GCLL.

 

 

 

 

· Teach players the fundamentals of the game while advocating safety.

 

 

o Catching fly balls

 

 

o Sliding correctly

 

 

o Proper fielding of ground balls

 

 

o Simple pitching motion for balance

 

 

 

 

· Notify parents that if a child is injured or ill, he/she can not return to practice unless they have a note from their doctor. This medical release protects GCLL as well as the child. There are no exceptions to this rule.

 

 

 

 

· Encourage players to bring water bottles to practices and games. Also, suggest to parents that they bring sunscreen for themselves and their child.

 

 

 

 

 

 

 

 

 

 

During Games Managers will:

 

 

 

 

 · Make sure that players carry all gloves and other equipment off the field and to

 

 

the dugout when their team is up at bat. No equipment shall be left lying on the

 

 

field, either in fair or foul territory.

 

 

 

 

· Keep players alert, and maintain discipline at all times.

 

 

 

 

· Maintain an organized team and field. Keep players and substitutes sitting on the team’s bench or in the dugout unless participating in the game or preparing to enter the game.

 

 

 

 

· Make that all catchers are wearing the proper equipment.

 

 

 

 

· Encourage everyone to think “Safety First”.

 

 

 

 

· Observe the no on-deckrule for batters and keep players behind the screens

 

 

at all times. No player should handle a bat in the dugouts at any time.

 

 

 

 

· Keep players off the fences.

 

 

 

 

· Encourage players to drink fluids often so they do not dehydrate.

 

 

 

 

· Never allow children to play if they are ill or injured.

 

 

 

 

· Always attend to children that become injured in a game. The Manager must notify parents if their child has been injured no matter how small or insignificant the injury is. There are no exceptions to this rule. This protects the manager, Little League Baseball Incorporated and GCLL.

 

 

 

 

· Discuss any safety problems that occurred before, during or after the game with

 

 

the GCLL Safety Officer. If there was an injury, make sure an accident report was

 

 

filled out and given to the GCLL Safety Officer.

 

 

 

 

Make sure all batters helmets have a face mask securely in place.

 

 

 

 

Code of Conduct

 

 

 

 

The Grant County Little League Code of Conduct has been adopted by the Board of Directors. This Code is enforced by the, the League President, the League's Vice Presidents, League Safety Officer, League Managers, and Umpires. All league officers, participants, members, parents and volunteers are required to abide by this code. Based on input and feedback, the League Safety Officer will suggest revisions or modifications to this Code of Conduct from year to year.

 

 

 

 

 

 

 

 

Grant County Little League

 

 

Operating Principles

 

 

 

 

 

 

This is intended to be an outline of the principles and rules that govern the conduct of all managers and coaches, players, parents, spectators and umpires during sponsored activities.

 

 

This program is designed to teach sportsmanship, improve athletic skills and provide wholesome and enjoyable entertainment for the youth involved. To achieve these goals requires that players and adults, both as coaches and as spectators, adhere to certain rules of conduct.

 

 

 

 

Coaches, Umpires, Players and parents should remember the following principles:

 

 

 

 

1.      The Game at this level belongs to the Kids!  Not the adults.

 

 

2.      Children need positive examples. Negative criticism can damage young egos and discourage athletes.

 

 

3.      Make athletic participation for the athlete a positive experience.

 

 

4.      Attempt to relieve the pressure of competition, rather than increase it.

 

 

5.      Always show respect to all coaches, umpires and players.

 

 

6.      All coaches are volunteers giving personal time to provide a recreational activity for the athletes. Coaching is a valuable community service and should be encouraged and not criticized.

 

 

7.      Applaud good plays made by your team and of members of the opposing team. Do not criticize bad plays by either team or any player.

 

 

8.      Umpires try to officiate to the best of their ability. They will make mistakes. Do not question the umpire’s judgment, and never question the umpire’s honesty. The umpire is a symbol of fair play, integrity and sportsmanship for athletes.

 

 

9.      Accept the results of the game. Encourage athletes to be gracious in victory and proud of their conduct and effort in defeat.

 

 

10. Parental behavior greatly influences children. The attitude shown by parents at the games toward their child, other children, opposing team members, coaches, and umpires influences the child’s values and behavior in sports and in life. Criticism and disrespect for umpires and opponents undermines the purpose of sport and brings into the games stresses beyond those of competition. All parents and coaches comments should be kept positive at all times.

 

 

11. Alcohol consumption or possession on the premises of Grant County Little League facilities is strictly forbidden at all times. Alcoholic beverages are strictly prohibited from all GCLL functions and the adjacent parking lots. Use of alcoholic beverages prior to practices or games is strictly prohibited. Should there be indications of alcohol use, (i.e. breath, instability, obnoxious behavior, etc.), the person will be ejected from the premises.

Board Members

 

 

 

 

  1. Board members are subject to all rules pertaining to parents and coaches.

     

 

 

The program will not tolerate any behavior or conduct by a Board member that:  (a) dishonors program, (b) results in physical or mental abuse or (c) is morally indefensible.

Managers/Coaches

 

 

Code of Conduct

 

 

 

 

 

 

By accepting a position on a team as manager/coach, a manager/coach agrees to the following rules and disciplinary procedures:

  1. Managers/coaches must be in attendance and have their team on the field a minimum of 30 minutes prior to the scheduled game time.

     

  2. Managers/coaches must be aware of all local rules governing the game or field of play.

     

 

 

  1. Managers/coaches must have a copy of the rules of the sport and must read the rules before the season begins. Each coach should have a copy of the rules handy at each game. Knowledge of and playing within the rules is an integral part of the game and part of coaching in any sports program. Coaches must be aware of the difference between a judgment call and rule interpretations. An umpire’s call is just that and is not to be disputed by a manager or coach. An umpire should never change a judgment call.

     

  2. Managers/coaches must discuss questions of rule interpretations in a mature, calm and reasonable manner at all times.

     

  3. Managers/coaches shall not use loud or abuse language in front of athletes, parents or umpires.

     

  4. Managers/coaches shall not use profanity at any time.

     

  5. Managers/coaches shall not criticize their players or opposing players in a manner that embarrasses or discredits the athlete.

     

  6. Managers/coaches shall exercise discipline over and be responsible for the conduct of every player on the team. However, the GCLL Board must approve any player or manager/coach suspensions. The GCLL Board’s decision is final.

     

  7. Managers/coaches are responsible for the conduct of parents and fans of team members and shall cooperate with the umpire in dealing with any loud, abusive or otherwise disruptive parent or spectator.

     

  8. Managers/coaches shall show good sportsmanship during the game.

     

  9. Managers/coaches shall remain on the field at all times during games and practices except for game related purposes or emergency situations.

     

  10. Managers/coaches shall be gracious in victory and graceful in defeat.

     

  11. Managers/coaches shall neither gloat in victory nor sulk defeat.

Players

 

 

Code of Conduct

 

 

 

 

 

 

 

 

1.      Players shall adhere to all Little League rules and regulations and follow the direction of their coaches and umpires during the game and/or practices.

 

 

2.      Players shall not use loud, abusive or profane language.

 

 

3.      Players shall not criticize their team members, opposing team members, coaches or umpires.

 

 

4.      Players shall be responsible for their uniforms and any equipment provided.

 

 

5.      Players shall wear their uniforms in the appropriate manner at all times.

 

 

6.      Players shall not argue with the umpire’s call.

 

 

7.      Players shall show good sportsmanship during the game.

 

 

8.      Players shall be gracious in victory and graceful in defeat. Players shall not gloat in victory nor sulk in defeat.

 

 

9.      Players shall report to the field a minimum of 30 minutes prior to their scheduled game time.

Parents

 

 

Code of Conduct

 

 

 

 

 

 

1.      Parents shall remain in the designated spectator areas at all times during games.

 

 

2.      Parents may come onto the field of play or into the players’ area only when invited by the coach. Once a parent has agreed to help a coach, the parent is subject to all rules governing coaches.

 

 

3.      A parent shall never use loud, abusive or profane language while attending an event.

 

 

4.      A parent shall not question the call of an umpire or the actions of a coach during the game and may be asked to leave the premises if such action occurs.

 

 

5.      Parents shall not have alcohol at any time on the field of play or during the game.

 

 

6.      Parents shall show good sportsmanship during the game.

 

 

7.      Parents shall be gracious in victory and graceful in defeat. Parents shall not gloat in victory nor sulk in defeat.

 

 

8.      Parents should volunteer time to assist manager whenever possible or requested. (i.e. Snack bar, etc.)

 

 

9.      Parents must inform the Manager/Coach of a player’s absence at least 2 hours before the scheduled game time.

 

 

10. parents are responsible for the dropping off and picking up of players within a reasonable time frame. Parents are also responsible for any player’s conduct in their parent’s absence.

Grant County Little League Discipline Guidelines

 

 

 

 

Grant County Little League prides itself in providing a clean and wholesome environment in which to practice, play and watch Little League Baseball.

 

 

The Grant County Little League Board Of Directors has developed and mandated the following Principles.

 

 

All managers, coaches, officials, players, parents, family members, spectators, and other participants in any and all Grant County Little League activities, as a condition of, and by their involvement in Grant County Little League, are required to adhere to the following:

 

 

1.

 

 

All participants in Grant county Little League are expected to adhere to the Rules Of Little League Baseball, and those Local Rules that have been established by the League Board Of Directors. No Manager, Coach, Player, or Umpire has the authority to suspend or revise any rule(s) without the specific directive of Little League International Headquarters, Regional and/or District personnel, or the Grant County Little League Board Of Directors.

 

 

2.

 

 

All League personnel, managers, coaches, umpires, parents and any other interested parties are encouraged to report any suspicious activity or persons to the local law enforcement agency or to any Grant County Little League board member.

 

 

3.

 

 

People that are engaging in behavior that disrupts or interferes with activities on the field or in the spectator area will be asked to leave. Per Little League rules, the umpire(s) may order both teams into their respective dugouts and suspend play until such time as League Officials deal with inappropriate behavior, and if necessary, suspend play until a later date.

 

 

 

 

4.

 

 

All smokers, whether parents, visitors, umpires, managers, coaches, concessionaires, etc., shall not smoke on the grounds used by Grant Count Little League. All managers, coaches, umpires and anyone else involved in game participation are specifically prohibited from smoking before, during, or immediately after any game on, or in the vicinity of the field, concession facility or spectator stands of Grant County Little League.

 

 

5.

 

 

Any use of alcohol, drugs or tobacco on the playing field or in the dugouts is prohibited. Drinking of alcoholic beverages will not be allowed among spectators within the vicinity of any game at any division.

 

 

6.

 

 

The use of abusive or profane language by anyone is prohibited.

 

 

7.

 

 

Any member or player in the League found vandalizing, destroying, stealing, or damaging Grant County Little League property, or any facility operated by the League under any use agreement with Grant County Recreation or municipal government entity, shall be immediately suspended from the League, pending a hearing before the Board of Directors of Grant County Little League. The penalties may be suspension or dismissal from the League and/or prosecution to the fullest extent of the law.

 

 

8.

 

 

League documents, such as, but not limited to, League/Player rosters, schedules, draft information, official score books, player rankings, or financial records shall not be tampered with or manipulated in any fashion.

 

 

9.

 

 

UNSPORTSMANLIKE CONDUCT: including, but not limited to the following:

 

 

No Board Member, Manager, Coach, Official, Player, Or Spectator Shall:

 

 

 

 

 

a.

 

 

Be guilty of a physical attack upon a Board Member, Manager, Coach, Official, Player, or Spectator.

 

 

 

 

 

b.

 

 

At any time, use physical force as evidence by pushing, shoving, striking, or threatening to strike an official

 

 

 

 

 

c.

 

 

Speak publicly in a derogatory or abusive manner concerning any play, player, official, decision, or personal opinion during the course of any game or Grant County Little League activity.

 

 

 

 

 

d.

 

 

Speak disrespectfully to any Manager, Coach, Official, Player, or League Representative.

 

 

 

 

 

e.

 

 

Use unnecessarily rough playing tactics against the body of an opposing player.

 

 

 

 

 

f.

 

 

Object to any Manager, Coach, or Official’s decision by throwing of equipment, uniforms, etc. or any other forceful unsportsmanlike action.

 

 

 

 

10.

 

 

LEAGUE EJECTION RULE:  

 

 

 

 

 

a.

 

 

Grant County Little League will absolutely not tolerate uncontrolled or unsportsmanlike conduct from managers, coaches, players or spectators. The umpires have the authority to suspend a game until an ejected coach or unruly fan vacates the field or spectator area.

 

 

 

 

 

b.

 

 

A player that is ejected from a game shall sit on the bench in full uniform for the remainder of the game and upon completion of the game shall be released to their parent(s) or guardian.

 

 

EXCEPTION: If a player’s parent(s) and/or guardian are present at the game, the player may be released to the parent and/or guardian before the game’s completion.

 

 

 

 

 

c.

 

 

When an adult manager, coach, or spectator is ejected from a game, they shall leave the field immediately and take no further part in that game. They must be well removed from the vicinity of their team's field.

 

 

 

 

 

d.

 

 

If the umpire ejects a player, manager, or coach from a game, they shall notify the League Commissioner, who will notify the League President, who shall formally warn the individual.

 

 

Any manager, coach or player ejected from a game is suspended for their team’s next physically played game.

 

 

If a manager or coach is under suspension they shall not be allowed to attend the game.

 

 

If a player is under suspension they may attend the game, but cannot participate in any team activities, and cannot be wearing a team uniform. If a player’s parent or guardian is NOT present, the player must be seated in the team dugout.

 

 

 

 

 

e.

 

 

If a second ejection occurs during the same season, the individual shall be suspended for their team’s next physically played game, and be subject to appear before the Board Of Directors to determine their further participation in Grant County Little League activities for that season.

 

 

 

 

 

 

 

f.

 

 

A third ejection in one season shall mean AUTOMATIC termination of participation in all Grant County Little League activities.

 

 

 

 

 

g.

 

 

If a parent or spectator is ejected from a ball game for whatever reason, twice in one season, that individual will not be allowed to attend any Grant County Little League activities for the remainder of the season.

 

 

 

 

 

h.

 

 

Any and all appeals shall be made to and will be heard by the Grant County Little League Board of Directors and the Board’s decision shall be final.

Safety Code

 

 

 

 

The Board of Directors has adopted the Grant County Little League Safety Code. All league officers, participants, members and volunteers are required to abide by this code. On game day and during practices it is expected that team managers and umpires will take actions necessary to comply with this code. The League Safety Officer will monitor compliance and make revisions to the Safety Code from year to year, as necessary.

 

 

 

 

Grant County Little League Safety Code

 

 

 

 

· Little League Rules and the safety manual will be in force at all league activities.

 

 

 

 

· A comprehensive survey shall be conducted each year for all fields used by Grant County Little League, and the results documented on appropriate forms.

 

 

 

 

· To contact emergency medical services access to a fixed or mobile telephone is required for every league activity. Such arrangements should be confirmed prior to starting all games and practices.

 

 

 

 

· Managers, coaches and umpires will be provided with training in first aid, proper mechanics/fundamentals, and the Little League philosophy.

 

 

 

 

· First-aid kits are issued to each team manager, and shall be present at each

 

 

Little League game or practice.

 

 

 

 

· No games or practices should be held when weather or field conditions are judged to be poor, particularly when lighting is inadequate.

 

 

 

 

· Managers and/or umpires shall walk the fields and inspect for hazards prior to

 

 

using the field. Play area should be inspected frequently for holes, damage,

 

 

rocks, glass and other foreign objects that could cause injury.

 

 

 

 

· All team equipment should be stored within the team dugout, or behind screens, and not within areas defined by the umpires as "in play".

 

 

 

 

· Responsibility for keeping bats and loose equipment off the field of play should

 

 

be that of a player assigned for this purpose or the team's manager and coaches.

 

 

 

 

 

 

 

 

 

 

Safety Code Cont’d

 

 

 

 

· Procedure should be established for retrieving foul balls batted out of playing

 

 

area. Do not retrieve balls from private property.

 

 

 

 

· During practice and games, all players should be alert and watching the batter on each pitch.

 

 

 

 

· Only a player on the field and at bat may swing a bat (Age 5 - 12). Only (Age 13+) may swing a bat on the field while at bat or on deck. At all times, players need to be alert of the area around them when swinging bats.

 

 

 

 

· No swinging bats at any time within the walkways, common areas and dugouts.

 

 

 

 

· During warm-up drills, managers and coaches should establish enough space between players so that no one is endangered by wild throws or missed catches.

 

 

 

 

· Equipment should be inspected regularly for condition and proper fit.

 

 

 

 

· Batters must wear Little League approved protective helmets with face mask during batting practice and games.

 

 

 

 

· Catcher must wear catcher's helmet, mask, throat guard, long chest protector,

 

 

shin guards and protective cup with athletic supporter at all times (males) for all

 

 

practices and games. NO EXCEPTIONS. All male players are required to wear protective cups and supporters for practices and games.  The only exception will be t-ball.

 

 

 

 

· The Catcher must wear catcher's helmet and mask with a throat guard while

WHAT TO REPORT

 

 

 

 

Any incident that causes any player, manager, coach, umpire, or volunteer to receive medical treatment and/or first aid must be reported to the Director of Safety. The terms "medical treatment and/or first aid" include any injury that (a) causes a player to miss any practice or game time; or (b) any event that has the potential to require the medical assistance of a physician for evaluation and diagnosis must be reported promptly.

 

 

 

 

WHEN TO REPORT

 

 

 

 

All such incidents described above must be reported to League Safety Officerer within 48 hours of the incident. Contact information is listed in this document.

 

 

 

 

 

 

SAFETY OFFICER RESPONSIBILITY FOR INJURY REPORTING

 

 

 

 

The League Safety Officer will receive this injury report and will enter it into the league's safety database. Within 48 hours of receiving the incident report, the Safety Officer will contact the injured party or the party's parents and (1) verify the information received; (2) obtain any other information deemed necessary; (3) check on the status of the injured party; and (4) in the event that the injured party required other medical treatment (i.e., Emergency Room visit, doctor's visit, etc.) will advise the parent or guardian of the Grant County Little League's insurance coverage’s and the provisions for submitting any claims for reimbursement. The League Safety Officer will forward the completed Accident Notification Form to the President, Little League District 2 who will file a copy of the notice and forward it to appropriate League Official(s) for processing. If the extent of the injuries are more than minor in nature, the League Safety Officer may periodically call the injured party to check on the status of any injuries and to check if any other assistance is necessary such as submission of insurance forms, the medical release form, etc. or until such time as the incident is considered "closed" (i.e. no further claims are expected and/or the individual is participating in the league again).

 

 

 

 

 

 

 

 

RETURNING TO PLAY FOLLOWING INJURY OR ILLNESS

 

 

 

 

According to Grant County Youth Baseball for all levels of baseball and softball: ”When a player misses more than seven (7) continuous days of participation for an illness or injury, the team Manager must receive written permission given by a physician or other medical provider for a return to full baseball/softball activity.”

 

 

 

 

General Health

 

 

 

 

PHYSICAL EXAMS –

 

 

With regard to the general health of its participants, Grant County Little League includes the following wording in its Registration Booklet:

 

 

 

 

 

 

"While physical exams are not required by league policy, GCYB strongly recommends that participants be in good general health. If your child has a physical impairment that the league should be aware of, PLEASE note the information on the registration form, and contact your leagues' Player Agent. Items such as allergies, eye problems, diabetes, etc., will be kept confidential, except that your child's manager and coach will be aware of any potential problem."

 

 

 

 

MEDICAL APPROVAL AND RELEASE

 

 

 

 

Although not required, a Medical Approval and Release form is provided to all

 

 

managers. This form contains vital information regarding the child's current general health, the child's doctor's name, address, and phone number, and any other special medical considerations (i.e. allergies, etc.). Managers are strongly encouraged to obtain a completed Release for each of the players on their team and are instructed to have these forms with them for every practice and game.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

COMMUNICABLE DISEASE PROCEDURES –

 

 

 

 

While the risk of one participant infecting another with HIV/AIDS during league activities is small, there is a remote risk other blood borne infectious disease can be transmitted. Procedures for reducing the potential for transmission of infectious agents should include, but not limited to the following:

 

 

 

 

· Bleeding must be stopped; the open wound covered and if there is any excess

 

 

amount of blood on the uniform, it must be changed before an athlete may

 

 

participate.

 

 

 

 

· Routine use of gloves or other precautions to prevent skin and mucous

 

 

membrane exposure when contact with blood or other body fluids is anticipated.

 

 

 

 

· Immediately wash hands and other skin surfaces if contaminated (in contact) with blood or other body fluids. Wash hands immediately after removing gloves.

 

 

 

 

· Clean all blood-contaminated surfaces and equipment with a solution made from a proper dilution of household bleach or other disinfectant before competition resumes.

 

 

 

 

· Practice proper disposal procedures to prevent injuries caused by needles and

 

 

other sharp instruments or devices.

 

 

 

 

· Although saliva has not been implicated in HIV transmission, to minimize the

 

 

need for emergency mouth-to-mouth resuscitation, mouthpieces, resuscitation bags, or other ventilation devices should be available for use.

 

 

 

 

· Managers, coaches, umpires, and volunteers with bleeding or oozing skin should refrain from all direct athletic activity and team contact until condition is resolved.

 

 

 

 

· Contaminated towels should be disposed of or disinfected properly.

 

 

 

 

· Follow acceptable guidelines in the immediate control of bleeding and when

 

 

handling bloody dressings and other articles containing body fluids.

· Keep your players' Medical Clearance Forms with you at all games and

 

 

practices.

 

 

· Make arrangements to have a cellular phone available when your game or

 

 

practice is at a facility that does not have any public phones.

· Administer any medications.

 

 

 

 

· Provide any food or beverages (other than water).

 

 

 

 

· Hesitate in giving aid when needed.

 

 

 

 

· Be afraid to ask for help if you're not sure of the proper procedures (i.e. CPR,

Who Needs To Fill Out a Volunteer Application.

 

 

 

 

Grant County Little League requires that all of the following personnel have annually submitted a fully completed official “Little League Volunteer Application” to the President, prior to the applicant assuming his/her duties for the current season: Managers, Coaches, Board of Directors members and an other persons, volunteers or hired workers, who provide regular services to the league and/or have repetitive access to, or contact with, players or teams. The “Little League Volunteer Application” must be maintained by the President of the Grant

 

 

County Little League’s Board of Directors for all personnel named above, for a minimum of the duration of the applicants service to the league for that year. Failure to comply with this regulation may result in the suspension or revocation of tournament privileges and/or the Grant County Little Leagues Charter.

 

 

 

 

Grant County Little League will conduct an annual background check on all personnel that are required to complete a “Little League Volunteer Application” prior to the applicant assuming his/her duties for the current season. Grant County Little League shall not permit any person to participate in any manner, whose background check reveals a conviction or guilty plea for any crime involving or against a minor. Grant County Little League must conduct a search of the applicable government operated nationwide sex offender registry. Grant County Little League may prohibit any individual from participating as a volunteer of hired worker, if the league deems the individual unfit to work with minors. If Grant County Little League becomes aware of information, by any means whatsoever, that an individual including, but not limited to, volunteers, players and hired workers, has been convicted of or pled guilty to any crime involving or against a minor, the local league must contact the applicable government agency to confirm the accuracy of the information. Keep It Clean:   Concession Stand Tips

 

 

 

 

’12 Steps to Safe and Sanitary Food Service Events’

 

 

 

 

1. Menu. Keep your menu simple, and keep potentially hazardous foods (meats, eggs, dairy products, protein salads, cut fruits and vegetables, etc.) to a minimum. Avoid using precooked foods or leftovers. Use only foods from approved sources, avoiding foods that have been prepared at home. Complete control over your food, from source to service, is the key to safe, sanitary food service.

 

 

 

 

2. Cooking. Use a food thermometer to check on cooking and holding temperatures of potentially hazardous foods. All potentially hazardous foods should be kept at 41º F or below (if cold) or 140º F or above (if hot). Ground beef and ground pork products should be cooked to an internal temperature of 155º F, poultry parts should be cooked to 165º F. Most food borne illnesses from temporary events can be traced back to lapses in temperature control.

 

 

 

 

3. Reheating. Rapidly reheat potentially hazardous foods to 165º F. Do not attempt to heat foods in crock pots, steam tables, over sterno units or other holding devices.

 

 

Slow-cooking mechanisms may activate bacteria and never reach killing temperatures.

 

 

 

 

4. Cooling and Cold Storage. Foods that require refrigeration must be cooled to 41º F as quickly as possible and held at that temperature until ready to serve. To cool foods down quickly, use an ice water bath (60% ice to 40% water), stirring the product frequently, or place the food in shallow pans no more than 4 inches in depth and refrigerate. Pans should not be stored one atop the other and lids should be off or ajar until the food is completely cooled. Check the temperature periodically to see if the food is cooling properly. Allowing hazardous foods to remain un-refrigerated for too long has been the number ONE cause of food borne illness.

 

 

 

 

5. Hand Washing. Frequent and thorough hand washing remains the first line of defense in preventing food borne disease. The use of disposable gloves can provide an additional barrier to contamination, but they are no substitute for hand washing!

 

 

 

 

6. Health and Hygiene. Only healthy workers should prepare and serve food. Anyone who shows symptoms of disease (cramps, nausea, fever, vomiting, diarrhea, jaundice, etc.) or who has open sores or infected cuts on the hands should not be allowed in the food concession area. Workers should wear clean outer garments and should not smoke in the concession area. The use of hair restraints is recommended to prevent hair ending up in food products.

7. Food Handling. Avoid hand contact with raw, ready-to-eat foods and food contact surfaces. Use an acceptable dispensing utensil to serve food. Touching food with bare hands can transfer germs to food.

 

 

 

 

8. Dishwashing. Use disposable utensils for food service. Keep your hands away from food contact surfaces, and never reuse disposable dishware. Ideally, dishes and utensils should be washed in a four-step process:

 

 

a. Washing in hot soapy water;

 

 

       b. Rinsing in clean water;

 

 

 c. Chemical or heat sanitizing; and

 

 

 d. Air drying.

 

 

 

 

9. Ice. Ice used to cool cans/bottles should not be used in cup beverages and should be stored separately. Use a scoop to dispense ice; never use the hands. Ice can become contaminated with bacteria and viruses and cause food-borne illness.

 

 

 

 

10. Wiping Cloths. Rinse and store your wiping cloths in a bucket of sanitizer (example: 1 gallon of water and ½  teaspoon of chlorine bleach). Change the solution every two hours. Well sanitized work surfaces prevent cross-contamination and discourage flies.

 

 

 

 

11. Insect Control and Waste. Keep foods covered to protect them from insects. Store pesticides away from foods. Place garbage and paper wastes in a refuse container with a tight-fitting lid. Dispose of wastewater in an approved method (do not dump it outside). All water used should be potable water from an approved source.

 

 

 

 

12. Food Storage and Cleanliness. Keep foods stored off the floor at least six inches. After your event is finished, clean the concession area and discard unusable food.

Since the staff at concession stands may not be thoroughly instructed in the proper method of washing their hands. The following may serve as a guide:

 

 

·         Use soap and warm water.

 

 

·         Rub your hands vigorously as you wash them.

 

 

·         Wash all surfaces including the backs of hands,wrists, between fingers and under fingernails. Rinse your hands Dry hands with a paper towel.

 

 

·         Turn off the water using a paper towel, instead

 

 

of your bare hands.

 

 

 

 

Wash your hands in this fashion before you begin

 

 

work and frequently during the day, especially after

 

 

performing any of these activities:

 

 

 

 

·         After touching bare human body parts other than clean hands and clean, exposed portions of arms.

 

 

·         After using the restroom.

 

 

·         After caring for or handling animals.

 

 

·         After coughing, sneezing, using a handkerchief or disposable tissue.

 

 

·         After handling soiled surfaces, equipment or utensils.

 

 

·         After drinking, using tobacco, or eating.

 

 

·         During food preparation, as often as necessary to remove soil and contamination and to prevent cross-contamination when changing tasks.

 

 

·         When switching between working with raw food and working with ready-to-eat food.

 

 

·         Directly before touching ready-to-eat food or food-contact surfaces.

 

 

·         After engaging in activities that contaminate hands.

From past experience, the US Centers for Disease Control and Prevention (CDC) list these circumstances as the most likely to lead to illness. Check this list to make sure your concession stand has covered these common causes of food borne illness.
